Opportunity Information: Apply for PD SEOUL FY23 03

The Indo-Pacific Strategy Tabletop Exercise grant opportunity (Funding Opportunity Number PD-SEOUL-FY23-03, CFDA 19.040) is a U.S. Department of State, U.S. Mission to South Korea funding notice administered by the U.S. Embassy in Seoul. It offers up to $100,000 total funding (subject to availability) and anticipates making one award. The application deadline listed is July 17, 2023 at 11:59 p.m. GMT+9. The funding instrument is a cooperative agreement, meaning the awardee is expected to work closely and actively with the Embassy throughout planning and execution rather than operating entirely independently.

The core purpose of the program is to strengthen informed support for the U.S.-Republic of Korea alliance and to increase public understanding of how the U.S. and Korean Indo-Pacific strategies serve as guiding roadmaps for a free, open, secure, and prosperous Indo-Pacific region. The Embassy is seeking proposals, ideally from Korea-based organizations or organizations partnering with a Korea-based entity, that can convene influential opinion leaders across multiple fields and use structured tabletop exercises to explore emerging challenges through the three Indo-Pacific Strategy pillars: security, democracy, and economy. A key feature is that the project is not only meant to generate discussion among experts, but also to translate the results into public-facing or professional publications that broaden awareness of U.S.-ROK cooperation and help audiences think through potential future scenarios.

Program deliverables center on designing and running a series of guided tabletop exercises and then publishing the outcomes. The grantee will collaborate with the Embassy to identify and recruit a diverse set of participants drawn from sectors such as academia, business, science and technology, policy, and civil society. The exercises should drive discussion of Indo-Pacific Strategy policy priorities and real-world issue areas referenced in the notice, including climate change, supply chain resilience, and regional stability. At minimum, successful applicants are expected to execute at least three separate exercises, each aligned with one of the three pillars (one focused on security, one on the economy, and one on democracy). Strong proposals are expected to go beyond general convening plans by specifying the hypothetical scenarios or challenge questions that will be used in each tabletop and by explaining how the structured discussion could realistically inform policy thinking, shape stakeholder perspectives, or contribute to public understanding.

Logistically, the program is intended to take place in Korea and should not include an exchange component (so it is not designed around international travel or study tours). Virtual elements are encouraged if they help accomplish the program goals, which leaves room for hybrid participation, online scenario sessions, or digitally distributed publications. Because this is a cooperative agreement, the Embassy will be involved in shaping the scope, helping align the exercises with strategic priorities, supporting coordination around participants, and working with the grantee on dissemination of findings. Applicants are directed to consult the formal Notice of Funding Opportunity (NOFO) for full requirements and can contact the Embassy at SeoulPDGrants@state.gov with questions, with additional Embassy grant resources referenced on the U.S. Embassy Seoul grants webpage.
