What FTA is looking for is comprehensive, corridor-level TOD planning associated with an entire transit capital project corridor, rather than narrow plans focused on a single station area or a small segment of the route. The planning work is supposed to strengthen the connection between transit and community development outcomes, with an emphasis on increasing ridership and supporting economic development. In practical terms, proposals are expected to address how land use and zoning, development patterns, and transportation networks can be shaped around the transit investment to make it easier and more attractive for people to use transit as part of daily life.
The program priorities, as laid out in federal transit law and reflected in the notice, include improving multimodal connectivity and accessibility, especially the first-mile/last-mile experience. That means planning for safe, convenient pedestrian and bicycle access to stations and along the corridor, and integrating transit with other transportation options. The program also promotes mixed-use development near stations, recognizing that a blend of housing, jobs, services, and amenities within walking distance can both increase transit use and support stronger local economies. In addition, FTA encourages applicants to identify supporting infrastructure needs that may be required to make TOD feasible, and to show meaningful engagement with the private sector, since private development partners often play a key role in implementing TOD around transit.
A key eligibility and implementation requirement is partnership: the transit project sponsor must work with entities that have land use planning authority along the corridor (for example, local governments or regional planning bodies). This requirement is meant to ensure the planning effort reflects community priorities and has a realistic path to adoption and implementation, since transit agencies alone typically do not control zoning, development approvals, or many of the local policy tools that drive TOD outcomes. FTA emphasized that funded planning should be concrete and deliverable-focused, producing specific outputs and outcomes rather than purely conceptual visioning.
To support applicants, FTA scheduled an informational webinar for June 14 at 2:00 p.m. Eastern Time, delivered through an online link with no call-in number and no advance registration.
